New Faces at the Flood Control District

In November, we welcomed a whole slate of new professionals to our ever-growing team. Take a moment to learn more about their new duties and responsibilities. 

HS - Afisha Hillocks.jpg

Afisha Hillocks joined the Flood Control District, in the position of Procurement Specialist. Ms. Hillocks will be responsible for managing the pre- to post-award contract administration functions for procuring goods and services, working closely with Project Managers to develop bid specifications, manage competitive bid processes, and monitor suppliers, contractors, and service providers’ performance and address any deficiencies observed in contract implementations, scope, or terms and conditions.

Jadelmy Taveras joined the Flood Control District as a Program Analyst. Ms. Taveras will be responsible for applying analytical, program, and project management methodologies to cross-department performance management, budget and finance, administrative, and other major initiatives to continuously improve overall performance and efficiency for the Flood Control District.

Rodson Cardoso has joined the Flood Control District in the position of Watershed Plan Reviewer. Mr. Cardoso will be responsible for reviewing and approving site drainage plans for private-sector development projects and public-sector infrastructure projects to ensure compliance with the Flood Control District’s policies and design criteria for work inside and outside the Flood Control District’s rights-of-way.

Ankur Mehra has joined the Flood Control District as a Watershed Plan Reviewer. Mr. Mehra will be responsible for reviewing and approving site drainage plans for private-sector development projects and public-sector infrastructure projects to ensure compliance with the Flood Control District’s policies and design criteria for work inside and outside the Flood Control District’s rights-of-way.

Reina Gonzalez accepted the position of Federal Projects Regulatory Compliance Coordinator for the Flood Control District. Ms. Gonzalez will be responsible for coordinating environmental investigations, assessments, permitting, and other compliance activities for all the Flood Control District's capital and maintenance projects with a Federal Government nexus subject to the requirements of the National Environmental Policy Act (NEPA) and assist the NEPA Compliance Manager in coordinating environmental compliance tasks.

Chrystal Kwast is one of the newest Infrastructure Repairs Inspectors for the Flood Control District. Ms. Kwast will be responsible for inspecting and providing quality control of the Flood Control District’s drainage and channel maintenance projects, working closely with outside contractors to carry out construction repairs on channels, stormwater detention basins, outfalls, slope failures, and other repairs on open waterways within Harris County.
